Why not upscale first?

Upscalers reconstruct detail from what is already in the frame. If the frame is mostly compression blocks, growing it first makes those blocks larger and harder to remove. Cleanup → size is the usual order for crushed modern encodes.

Is this the same as “unblur video AI”?
